The Georgian Dream parliament has adopted a legislative package that further restricts foreign funding and a wide range of political activities.
The scope of what is considered a “grant” has been broadened and now requires government approval. This applies to grants transferred from a foreign organization to its local branches. Organizations based abroad working on issues related to Georgia that are classified as “grant recipients” are also affected. Criminal penalties can include up to six years in prison.
Individuals who have worked in organizations funded by foreign sources will be barred from joining a political party for eight years. Criminal penalties are introduced for party leaders who receive foreign funding. The following are penalized: “external lobbying,” but also companies “publicly conducting political activities unrelated to their main business activity.” Committing acts aimed at not recognizing “the legitimacy of the government” can result in up to three years’ imprisonment.
